JOICFP, a Japanese nongovernmental organization (NGO) active in international development work, serves as a bridge between the Japanese government and NGOs in developing countries. JOICFP's 4-year plan continues implementation of the NGO's experience in using community participation to integrate promotion of family planning and maternal-child health with health and education components at the grassroots level. Community people are involved in the planning, implementation, and monitoring and evaluation phases of projects designed to promote reproductive health in a culturally sensitive manner and focuses on counseling and expanded choice of contraception. Women's empowerment is another goal of the NGO as is broadening its target group to include adolescents. Fees will continue to be charged for high quality services in order to foster project sustainability. Local capacity will also be strengthened, and partnerships between governments and NGOs will be sought.
