There has been a striking lack of systematic research or training efforts in the field of IEC management. To remedy this situation, 3 strategies are recommended: 1) International Council on Management of Population Programs (ICOMP) should commission in depth management diagnostic and system development efforts in selected countries; 2) to develop new methodologies of planning, a team of management and communication consultants should be formed to collaborate on a strategy formulation exercise involving countries at an early stage of policy development as well as countries that have reached a plateau in contraceptive acceptance rates and need to generate new demand; and 3) teaching materials should be prepared for IEC managers. Overall, the effective management of the IEC strategy formulation depends on the integration of IEC strategy with overall program strategy, as well as the availability of analytical capabilities for program evaluation, policy research, and strategy formulation. In many cases, voluntary organizations are better equipped than the government department to undertake IEC activities. Although the central government should play a major role in mass communications, local units should be given considerable flexibility in designing interpersonal communication strategies.
